WASHINGTON, DC, USA, June 19, 2019 / — Today, the U.S. House Committee on Rules made three pro-animal protection amendments to H.R. 3055 in order, allowing each to proceed to the House floor for consideration. The amendments have broad bipartisan support and seek to dedicate funding to enforce our federal anti-cruelty laws and stop imports of sport-hunted trophies from elephants and African lions from range states where they are imperiled. The House of Representatives is expected to begin voting on H.R. 3055 as early as today.

“Without enforcement, our laws are nothing but words,” said Holly Gann, director of federal affairs at Animal Wellness Action. “At a time when Americans are polarized on so many issues, one thing we all agree on is that the cruelty inherent in staged animal fights is abhorrent and the laws must be vigorously enforced.”

“The U.S. House can send a strong message to the International community by approving the Buchanan-Huffman amendment to bar the import of sport-hunted trophies from threatened African lions and African elephants,” said Penny Eastman, Deputy Director of Federal Affairs at Animal Wellness Action. “These species have experienced catastrophic declines in their numbers across a large portion of their range, and U.S. policy should encourage their protection, not their killing for their tusks and manes.”

Amendment # 85 instructs the Department of Justice to use $2 million from the Legal Activities account to enforce animal welfare crimes. The amendment is sponsored by Reps. Haley Stevens (D-MI), Matt Gaetz (R-FL), Joe Neguse (D-CO), Brian Fitzpatrick (R-PA), Ben McAdams (D-UT), Peter King (R-NY), Madeleine Dean (D-PA), Vern Buchanan (R-FL), and Cindy Axne (D-IA). The amendment instructs the Department of Justice to allocate resources to enforce federal criminal statutes to stop animal cruelty, including the federal animal fighting laws, the Horse Protection Act, the Crush Video law, and the Animal Welfare Act. The DOJ and USDA must actively enforce federal laws, and failure to do so puts vulnerable animals and communities in serious danger.

Amendment #116 provides $1 million dollars for the enforcement of the animal fighting law through the USDA’s Office of Inspector General. The amendment is sponsored by Reps. Joe Neguse (D-CO), Peter King (R-NY), Brian Fitzpatrick (R-PA), Roger Marshall (R-KS), Ben McAdams (D-UT), Madeleine Dean (D-PA), Steve Cohen (D-TN), and Ron Estes (R-KS). The Congress has upgraded the federal law against animal fighting (7 U.S.C. § 2156 and 18 U.S.C. § 49) five times in the last two decades, and this amendment signals to USDA that it should aggressively crack down on dogfighting and cockfighting, including in the U.S. territories.

Amendment # 133 prevents funding for issuance of import permits by USFWS for elephant or lion trophies from Tanzania, Zambia, or Zimbabwe. The amendment is sponsored by Reps. Vern Buchanan (R-FL), Jared Huffman (D-CO), Earl Blumenauer (D-OR), and Ted Lieu (D-CA). African elephants and African lions are listed as threatened or endangered across their range in Africa, and they are already subject to a range of human-caused threats that have dramatically reduced their numbers. The United States does not allow trophy hunting of ESA-listed species inhabiting the U.S. and our federal regulatory actions should not enable trophy hunting of foreign-listed species.

Each of these three amendments to H.R. 3055, are championed by Animal Wellness Action and the Animal Wellness Foundation, who are advocating on Capitol Hill to ensure that animals have a voice in the U.S. Congress.

Other amendments not made in order include efforts to weaken protections for grizzly bears, gray wolves, and sage grouse, and efforts to prevent federal agencies from regulating the discharge of lead ammunition into our environment and methane from cows.

H.R. 3055 includes five FY 2020 spending bills: Commerce-Justice-Science, Agriculture-Rural Development-FDA, Interior-Environment, Military Construction-Veterans Affairs, and Transportation-Housing and Urban Development.

The advancement of these amendments comes on the heels of the announcement made yesterday by Animal Wellness Action and the Animal Wellness Foundation regarding the establishment of the Animal Wellness National Law Enforcement Council (NLEC) co-chaired by former Oklahoma Attorney General Drew Edmondson, and former Oregon District Attorney Josh Marquis.

WASHINGTON, DC, USA, June 18, 2019 / — The Animal Wellness Foundation (AWF) and Animal Wellness Action (AWA) have announced the formation of a National Law Enforcement Council (NLEC), co-chaired by Drew Edmondson and Josh Marquis, and dedicated to enforcing our federal, state, and local laws against animal cruelty. Edmondson served for 16 years as Oklahoma's Attorney General and Marquis as Clatsop County, Oregon District Attorney for 25 years.

“One measure of a civil society is how it treats its most vulnerable members, and few are as vulnerable as the animals,” said Drew Edmondson, who served as Muskogee County District Attorney for a decade before becoming Oklahoma Attorney General. "We have a moral duty to show mercy toward all of God’s creatures.” Edmondson, who had a major role in preserving the state’s 2002 ban on cockfighting, served as a former president of the National Association of Attorneys General.

There is a documented link between animal cruelty and other forms of human-on-human violence and criminal conduct. The FBI’s homicidal triad includes early-age acts of animal cruelty. Animal fights are often staging grounds for a range of other illegal behavior. In homes where a man harms a spouse or a girlfriend, he will often turn his violent instincts toward a child or an animal.

“Cruelty to animals is not some isolated, easily compartmentalized act of aggression,” added Josh Marquis, who prosecuted numerous cases of animal abuse and neglect that were widely cited in the successful effort to secure passage of Oregon’s felony anti-cruelty law. “When we stamp out animal cruelty and apprehend people who have lost empathy for the suffering of others, we make our communities safer for everyone."

The Animal Wellness National Law Enforcement Council (NLEC) is focusing at the moment on enforcement of our federal anti-cruelty statutes, including laws against animal fighting, and offering assistance to law enforcement authorities as needed. The NLEC is also urging increased funding for anti-cruelty enforcement at the U.S. Department of Justice and the U.S. Department of Agriculture and also advocating for the passage of the Preventing Animal Cruelty and Torture (PACT) Act (S.479/ H.R.724) led by U.S. Sens. Pat Toomey (R-PA) and Richard Blumenthal (D-CT), and U.S. Reps. Ted Deutch (D-FL) and Vern Buchanan (R-FL), which would create a national anti-cruelty statute to crack down on perpetrators of acts of malicious cruelty with a federal nexus.

The National Law Enforcement Council includes a number of prosecutors who have distinguished themselves in their public advocacy and continue to advocate for safer communities for people and animals.

NORCROSS, GEORGIA, UNITED STATES, June 18, 2019 / — Researchers designing and synthesizing new metal–organic frameworks (MOFs) at Concordia University (Montreal, Canada) are benefiting from high throughput surface area and porosity characterization with a Micromeritics TriStar II Plus automated, three-station gas adsorption system. A key focus for the group is rare earth MOFs with potential for wastewater clean-up and luminescence-based hazardous chemical detection. The TriStar characterizes new MOFs with exemplary efficiency, even for novice users, enhancing the productivity of the lab and accelerating progress.

“Surface area and porosity are defining characteristics of a MOF,” said Dr. Ashlee Howarth, Assistant Professor at Concordia University. “So, we need to be able to measure them as quickly and efficiently as possible. The TriStar runs 3 samples at a time, generating full data sets in 7 to 8 hours. This is extremely fast and means a same day result for my students; with some systems it would take 24 hours to run just a single sample. The ability to run three samples at once is really useful for confirming the reproducibility of a preparation method."

MOFs are an exciting class of chemical compounds with tunable porosity at the nanoscale and associated potential to address a wide range of societal concerns. The Concordia team are preparing MOFs to remove and/or catalytically breakdown waterborne contaminants not amenable to existing treatments, such as antibiotics and personal care products. The ability for rare earth MOFs to exhibit luminescence in response to the presence of hazardous analytes is also an area of interest. Surface area and porosity are performance-defining characteristics for all MOFs with pore size distribution providing insight into likely application.

“It only takes around an hour for me to train my students to use the Tristar and it is exceedingly reliable,” said Dr. Howarth. “I’m not aware of another system that matches it in terms of that crucial combination of robustness, throughput and price. I will soon boost analytical capabilities further with the addition of a Smart VacPrep accessory which will speed up all stages of sample prep – both degassing and activation.”

Prior to gas adsorption analyses samples are degassed; catalytic materials may also be activated. The Smart VacPrep is an advanced six-port, programmable system that streamlines sample preparation by heating and evacuation. Each port can be operated independently, with samples easily and seamlessly transferred to the TriStar once preparation is complete. Using the Smart VacPrep in combination with the TriStar therefore further enhances the speed and ease of gas adsorption analysis.

LOS ANGELES, CA, UNITED STATES, June 18, 2019 / — Los Angeles-based animal rights organization Lady Freethinker has extended its dog meat trade awareness efforts in South Korea for an additional six months, citing the effectiveness of the program as well as the need for increased pressure in the city of Gimpo – dubbed “The Valley of Dog Meat in S. Korea.”

The campaign, in the form of ads on public transportation vehicles, urges citizens to keep dogs off their dinner plates and to treat them like family.

The ads were introduced on buses in the city of Gimpo at the end of 2018 and continued through 2019. Created in cooperation with Save Korean Dogs, an activist/rescue organization based in Gimpo, the ads have already reached thousands of people with messages translating to, “Dogs are not food but family,” and “Please do not eat me.”

Additionally, a petition effort by LFT and Save Korean Dogs calls for a ban on dog farms in the city. It has gained more than 60,000 signatures from around the world, and was delivered to Gimpo Mayor Ha-young Jung on Monday.

“We are pleased to continue sponsoring a campaign that has garnered major attention and sends the message every day that we should love dogs as family, not kill them for food,” said LFT Founder Nina Jackel. “As evidenced by the closure of dog meat markets across the nation, South Korea's citizens are no longer willing to tolerate the cruelty of the dog meat trade, and public perception is changing.”

The Gimpo ads are receiving positive feedback from local residents, staff at local grocery stores and pharmacies, and many others around the city, according to Save Korean Dogs Founder Nami Kim. There are thousands of dog meat farms throughout South Korea, with some two million dogs slaughtered for human consumption each year. It is the only country in the world with large, factory-style dog farms, where the animals are housed in filthy conditions without adequate food, water or veterinary care.

During the slaughter process, many of the dogs are hung, torched alive, or electrocuted in the belief that torture will make the meat taste better or boost the virility of those who consume it.

In addition to posting ads, LFT works directly with rescuers on the ground across Asia, helping to provide food, warmth and veterinary care for dogs and cats rescued from the meat trade. LFT has supported the rescue of dozens of dogs from China’s Yulin Dog Meat Festival and contributed to the care of hundreds more.

The organization continues to collect petition signatures to ban the dog meat trade and will keep campaigning until the inhumane practice is a thing of the past.
